CONSULTING PROPOSAL
Children are at risk in many areas in the United States and worldwide. Each state involved maintains laws with different levels of protection for children. Various individual states have spent millions of dollars to establish systems that benefit this voiceless segment of society in the margins. The persons most at risk in this situation are the children aged zero to three. There must be attention and funding given to revamp the deliverable systems to the children.
